| Microsoft Edge learning page, dated November 19, 2024 | The page describes opening and saving a PDF in Edge. It does not describe a merge destination. | The page does not display a price. It does not say free. | On a Windows 11 or Windows 10 device where Edge is the default PDF reader, double-click the file or drag it into the Edge window. | PDF24 Merge PDF online page | “PDF files are merged in the cloud on our servers.” Files and results “will be deleted from our server after a short period of time.” The page also says no installation is required and that the app works with all current operating systems and browsers. | The page says “100% free & online,” and the labels include Free, Online, and No limits. | Select files or drop them in the file box. The pages are shown. Click the pages which shall be added, then save. The numbered questions say to correct the order with drag and drop, start merging with the corresponding button, and save as a single PDF. The page also names Page mode and “Create bookmarks” based on filenames. It says the content quality is exactly preserved. |
| PDF24 help center, merge article, dates 2023-01-26 and 2019-08-26 printed on the page | Online tools: files “are completely removed from the servers after one hour.” “All processing servers are located within the EU.” Creator: the page says you can work offline and that people who do not want to send files to a web service can merge offline. | “PDF24 provides you with all the necessary tools free of charge.” | Online: open Merge PDF in the PDF24 Toolbox, select files, reorder by grabbing them, start combination or switch to Page mode, then save. The tip says Word, Powerpoint, Excel, JPG, ODT, and many more can be converted. Creator: open it from the Desktop-Icon, drag files into the right half, create an empty file, drag pages into it, and save. The Join icon connects the files in the list. The zipper merge icon is the alternating-page control, after inverting the back-page file from its context menu if needed. The article does not name version 11.31.1 or 9.20.0. |
| PDF24 Creator download page | “The PDF24 Creator is a desktop solution that works offline. Files remain locally on your PC and are NOT uploaded to the Internet.” | “Completely free of charge and without any restrictions.” Companies, authorities, and agencies can use it free of charge. The page says it is free for private and commercial purposes. | “Merge or split PDF files,” in the PDF Creator list, with add, remove, extract, rotate, sort, and move pages. Latest version 11.31.1, dated 2026-10-08, for Windows 11 and Windows 10. Version 9.20.0 is also listed, and the page says the 9.x version does not include the Toolbox, OpenJDK, and Webview2. Linux and Mac are not currently supported. Format options include a watermark. That list is not the merge-result sentence. |
| PDF24 Creator manual, version 11 address | A command on the PC. The manual preamble says all files stay on your PC. This guide quotes the join section, not a new privacy test. | The preamble says the software is free and that companies can use it free of charge. | pdf24-DocTool.exe -join joins input files to one output file. The bookmarks command can be keep, clear, or create. The printed default is keep. That bookmarks choice is available since version 11.16.0. The verb merge opens the merge PDF tool. The -join line is not the help center’s toolbar Join icon. |
| PDFgear for Windows | The offline FAQ says you can read, edit, organize, and print PDFs locally without an internet connection. It does not use the word merge. A separate FAQ says AI features require an internet connection and that PDF content may be sent to an AI service after consent. That AI sentence is not the merge section. | “Free PDF Editor and Reader for Windows.” The FAQ says it is free to use, with no sign-up required. | The opening line says “No sign-up or added watermarks.” The merge section says to combine multiple PDFs into one document, choose which pages to include, and arrange the file order. Split is described in the same section as a different action. The FAQ repeats “no added watermarks on saved PDFs.” Windows 11 and Windows 10. |
| PDFgear Windows user guide, Merge and Split PDF | The page describes clicks in PDFgear. It does not say whether the merge is uploaded. | The page does not display a price. It does not say free. The free sentence stays on the Windows page. | Open a PDF, then click Merge PDF in the Tools tab. Add Files. Input the Page Range. Reorder with the arrow icon on the right. Click Merge. “The merged PDF will be located in a new Window automatically.” Split PDF is a separate heading on the same page. The page does not use the word watermark. |

Edge’s reader pages do not list a merge command
The PDF reader article is the current feature table for the built-in reader. Its rows are view and print from stable version 79.0.309.71, basic form filling with JavaScript forms not supported, a table of contents, page view, caret mode, inking, ink customization, highlight, text notes, read aloud, and the protected-file rows. The constraints say XFA isn’t supported. The toolbar sentence names Zoom, Rotate, Fit to page/width, jump to page, and search. Rotate in that sentence is a view control. It is not a page in a combined file. The learning page, dated November 19, 2024, is the Windows 10 and Windows 11 open, Edit, Add notes, and Save page. The policy index’s PDF Reader section is the administrator list checked the same day. None of those three pages prints a merge, combine, or organize command for bringing two PDFs into one. This guide does not supply the missing clicks, and it does not use a forum reply or a third-party copy of a message-center post as the procedure.
PDF24’s online Merge page is the cloud path
The Merge page says the tool is free and online, with no limits in the label row, and that no installation is required. It says there are no special requirements and that it works with all current operating systems and browsers. The information block says to select the PDFs or drop them in the file box, that the pages are shown, to click the pages to add, and to save. The numbered “How to merge PDF files?” block says to correct the file order with drag and drop, start merging with the corresponding button, and save as a single PDF. Page mode and “Create bookmarks” based on filenames are named on the page. The page says merging will not affect the quality of the page content and that the content quality is exactly preserved. That is the vendor’s sentence. This guide did not compare two files. The same page says the files are merged in the cloud on PDF24 servers and deleted after a short period of time. The help center’s online section is more specific about the clock and the place: removed after one hour, not stored or evaluated, and processing servers within the EU. It also says the Toolbox can merge entire files or page by page, and that Word, Powerpoint, Excel, JPG, and ODT are among the files it can convert. A browser tab is this online path, including on Windows. It is not PDF24 Creator. The separate Creator-and-tools guide is the page that identifies which PDF24 window is open.
PDF24 Creator is the Windows offline path, and 9.20.0 does not include the Toolbox
The download page checked on 30 October 2026 still lists 11.31.1, dated 2026-10-08, for Windows 11 and Windows 10, and it still lists 9.20.0. It says 9.x does not include the Toolbox, OpenJDK, and Webview2. The feature list includes “Merge or split PDF files.” The FAQ says completely free of charge and without any restrictions, Windows only, offline, and that files are NOT uploaded to the Internet. The help center’s Creator section is the click path: Desktop-Icon, drag into the right half, an empty file from the toolbar icon, drag pages, save as PDF. The Join icon is the control that connects whole files in the list. The zipper merge icon is the alternating-page control, and the page says to invert the back-page document from the context menu first when the backs are in reverse order. Those three controls are not one button. The help center does not print 11.31.1 or 9.20.0, so this guide does not claim the Join icon is absent from 9.20.0. It does keep the download page’s sentence that 9.x does not include the Toolbox. The manual’s pdf24-DocTool.exe -join line, and the verb merge that opens the merge PDF tool, are command wording. They are not the toolbar Join icon. The download page’s format-options list includes a watermark. That is a control the page says is available. It is not a sentence about a merged file this guide did not save.
PDFgear’s Windows page states the price words and the watermark sentence
The Windows page says “Free PDF Editor and Reader for Windows” and “No sign-up or added watermarks.” The FAQ says it is free to use, with no sign-up required and no added watermarks on saved PDFs, and that it supports Windows 11 and Windows 10. The merge section says to combine multiple PDFs, choose which pages to include, and arrange the file order. Split by custom page ranges or fixed intervals is the next sentence, not the merge. The offline FAQ lists read, edit, organize, and print. It does not say merge. The AI FAQ says those features need an internet connection and may send PDF content after consent. That sentence stays on AI. The user guide is the click list: Tools tab, Merge PDF, Add Files, Page Range, the arrow icon, Merge, and a new Window. The user guide does not display a price and does not use the word watermark, so those words are not copied onto it from the Windows page. This guide did not install PDFgear and did not open the merged window the user guide describes.
A merge you did not watch is not a page count
The Mac Preview guide on this site is the page for combining PDFs in Preview. It is not a Windows procedure, and Preview’s steps are not repeated here. Edge’s reader article does not give a Windows merge to put in its place. PDF24 and PDFgear are the pages that do describe a combine action, and they do not describe the same place for the file. After you merge a non-sensitive copy, count the pages and read the order. Forms, bookmarks, and signatures need their own check. The PDF24 online page’s quality sentence and PDFgear’s watermark sentence are not that check. This guide did not produce a file.
Scope of this guide
We read the linked Microsoft, PDF24, and PDFgear pages on 30 October 2026 and wrote this guide from them. We did not install PDF24 Creator or PDFgear, did not open Microsoft Edge, and did not merge, save, or inspect a PDF. Nothing here is a hands-on merge or a tested catalog match. Menus can differ by version. Check what your own screen shows. “Free” is used only where a PDF24 or PDFgear page prints it. The Microsoft pages checked do not display a price and do not say free. A page that omits the word watermark is not a statement that a saved file has none.
Common questions
Can Microsoft Edge’s built-in PDF reader merge two PDFs?
The Edge pages checked on 30 October 2026 do not list a merge command. The PDF reader article’s feature table covers viewing, printing, basic form filling, annotation, read aloud, and protected files. Its toolbar overview names Zoom, Rotate, Fit to page/width, jump to page, and search. The learning page, dated November 19, 2024, describes Edit for blank fields, Add notes, and Save. The policy index’s PDF Reader section does not list a merge or organize policy. These pages do not display a price. This guide does not add a click path the pages do not print.
Does PDF24 merge the PDFs on the PC or on a server?
It depends which PDF24 window the page describes. The online Merge page says the files are merged in the cloud on PDF24 servers, and that files and results are deleted after a short period of time. The help center says online files are removed after one hour and that processing servers are within the EU. The Creator download page says the Windows program works offline and that files remain locally and are NOT uploaded to the Internet. Creator 11.31.1, dated 2026-10-08, and Creator 9.20.0 are both listed for Windows 11 and Windows 10. The page says 9.x does not include the Toolbox. Linux and Mac are not currently supported.
What clicks does PDF24 Creator’s help center print?
Open Creator from the Desktop-Icon, drag files into the right half of the window, create an empty file with the toolbar icon, drag the pages into it, and save as a PDF. The Join icon is the separate control that connects the files in the list into one file. The zipper merge icon is the alternating-page control, after inverting a back-page file from its context menu when the page says to. The manual’s pdf24-DocTool.exe -join command is not that toolbar icon. The help center does not name version 11.31.1. This guide did not run the program.
Does PDFgear say a merged PDF has no watermark?
The PDFgear for Windows page says “No sign-up or added watermarks,” and the FAQ says there are no added watermarks on saved PDFs. That is the page’s sentence about saved PDFs. It is not a file this guide opened. The Windows user guide describes Add Files, Page Range, the arrow icon, and Merge, and it does not use the word watermark. The offline FAQ lists read, edit, organize, and print. It does not use the word merge. The page says the app is free and supports Windows 11 and Windows 10.
Does this guide replace the Mac Preview combine guide?
No. The Preview guide is the Apple page for combining PDFs on a Mac. This page is the Windows question. Edge, PDF24, and PDFgear are separate pages, and a sentence from one is not copied onto the others. No PDF was merged for this guide.
