|---|---|---|---|
| Chrome Help, Manage PDFs, Computer | The viewer can highlight, annotate, or draw, add text, fill out and sign paperwork, and take personal notes. Add text is a font, style, and color, then a click. Download is With your changes or Without your changes. Chromebook users select Save. | The page does not display a price. It does not say free. | It does not print a step that creates a new form field. The Android page opened by the address without the Computer setting does not contain this list. Scanned-PDF conversion on the device is the search and copy sentence. It does not say the scan becomes a form. |
| Edge Learning Center, November 19, 2024; Edge features page; Microsoft Learn PDF reader article, last updated 18 July 2024 | Learning Center: select Edit, select the blank fields, type, and select Save. Add notes is the sentence for new text, images, and shapes. Features: select Add text, select a location, and type. The Learn article lists basic form filling and says inking can fill out PDF forms. | These pages do not display a price. They do not say free. | None of the three prints a step that creates a new form field. The Learn article says JavaScript forms aren’t supported and that XFA isn’t supported. Those limits are not a create-field procedure. |
| LibreOffice homepage and system requirements | The homepage names Writer, Calc, Impress, Draw, Base, and Math. Requirements: Windows 10 or 11, macOS 11 or newer, and Linux kernel version 4.18 or higher. The Android/Linux line says to see LibreOffice Viewer for Android. Java is required for certain features, notably Base, and not for most. | The homepage says “at no cost to you” and “free and open source software.” It does not display a dollar amount. The system requirements page does not display a price. | The homepage does not print a 26.2 or 26.8 banner. Neither page names Create PDF form, a text box, or a PDF field. The form help pages do not say Java is required for a PDF form. |
| LibreOffice Writer Form menu, and Form Controls help | Choose Form. Design Mode edits the controls or lets you use them. Text Box, Check Box, Option Button, List Box, Combo Box, and Push Button are separate commands. View - Toolbars - Form Controls, then click the icon and drag. Right-click and choose Control Properties. The toolbar page includes a text, drawing, spreadsheet, presentation, or HTML document. | These help pages do not display a price. They do not say free. The homepage’s at-no-cost sentence stays on the homepage. | The Form Controls page does not say the dragged control is a PDF field. Content Controls, on the Form menu, are described as placeholder text. That command is not the Text Box command, and the export page does not say it exports content controls. |
| LibreOffice PDF export General tab | File - Export As - Export as PDF - General tab. Also File - Export, then PDF, then Export. Create PDF form: a PDF form that can be filled out and printed by the user of the PDF document. Submit format: FDF, PDF, HTML, or XML. Allow duplicate field names, or generated unique names if that option is disabled. | The page does not display a price. | It does not list which controls become PDF fields. It does not print the Writer Guide’s “not all” sentence. It does not say the file was saved or reopened in another reader. |
| Writer Guide 26.2, Chapter 18, Forms | Published March 2026. Based on LibreOffice 26.2. Writer form controls and PDF form controls are different. Some controls are converted to PDF form fields, but not all. For PDF 2.0, the guide says a text box, formatted text, push button, image button, check box, radio button, list box, and combo box are typically converted. Date, time, numeric, currency, and percentage fields are exported as PDF text fields. File selection, a hidden control, and a group box are not interactive PDF controls. The group box is visually grouped, but not interactive. Data binding, macros, and scripts are not preserved. Validation and formatting may be limited. Export steps: Form Controls toolbar, File > Export As > Export as PDF, Create PDF Form checked, Export. Allow duplicate field names: the first occurrence populates fields that share the name. | The chapter does not display a price. It does not say free. | “Typically” and “PDF 2.0” stay on this chapter. The help export page does not print them. The homepage does not print 26.2 or March 2026. The chapter does not say every LibreOffice module exports the same controls. Its macOS note says a right-click can be Control+click. |
| PDF24 create fillable PDF form | Start with a blank page or a template, add fields, type the labels on the page, and click Create PDF. The field list on that page includes text fields, checkboxes, choices, dates, calculations, signature and photo fields, and buttons. A block can be set to appear only when a box is ticked. | “Is it free? Yes. Creating PDF forms with PDF24 is free, without registration and without watermarks.” The page does not display a dollar amount. | The form stays in the browser while you work, is sent to the server to create the PDF, and the files are removed after a short time. The page does not say this block editor is in the PDF24 Creator Toolbox. It does not mention advertising. PDF programs that do not run JavaScript always show a conditional block. The page does not name Edge. |
| PDF24 make PDF fillable | Select a PDF, add or edit fields, and save. The field list includes text fields, checkboxes, radio buttons, dropdown lists, list boxes, action buttons, and signature fields. Fields with the same name are linked. | “Yes, the PDF24 Form Editor is free to use. There are no hidden costs, no registration required, and no limitations on the number of PDF forms you can edit.” The page does not display a dollar amount. | The editor on this website is online and runs on PDF24 servers in the cloud. An offline version of this tool is in the PDF24 Creator Toolbox on Windows. That sentence is not the blank-page Create PDF path. “After a short time” is this page’s deletion wording. It is not a one-hour figure, because this page does not print one. |
| PDF24 Tools homepage | Online tools work in the browser. The homepage says files are processed on PDF24 servers and removed after a short time. It points to PDF24 Creator when you want files to remain on the PC. | “100% free of charge.” “You can use all PDF24 tools free of charge and without any restrictions. This is achieved via some advertising on the web pages.” | The homepage does not name Create PDF, a text field, or a watermark exception for forms. Its “without any restrictions” sentence is not the create-page’s “without watermarks” sentence, and it is not the make-fillable page’s “no limitations on the number of PDF forms.” |
| Stirling PDF documentation homepage, and the functionality page | Homepage: a private PDF editor in a browser, on your own computer, or on your own servers. The desktop card says Windows, Mac, and Linux, and that it works offline. Functionality: Form Editor fills in, adds, and edits form fields. Auto Form Detection finds form fields and makes a PDF fillable. Flatten turns form fields and other interactive parts into plain page content. | The homepage says “private, open-source.” Neither page displays a dollar amount. Neither page says the form tools are free. | The homepage does not name Form Editor or Auto Form Detection. The functionality page says a desktop cloud badge needs Stirling Cloud or a server, and it does not say which named tool carries the badge. Flatten is not Form Editor. Add Text on that page is type text anywhere on a page. It is not the Form Editor sentence. |
| Sejda forms page, and the Sejda privacy policy effective Oct 1, 2026 | The forms page says click Upload, or start with a blank template, then add a text field, textarea, radio, checkbox, dropdown, or signature box, and click Apply changes. Publish creates a link. The privacy policy says uploaded files and processed output are stored so you can process and download them, and that those files are permanently deleted after upload or processing respectively, with no backups. A public shared link’s copy is deleted 7 days after being shared. Form field detection is named as an example of an AI-assisted feature on the privacy page. | The forms page is headed “Free PDF forms creator” and “How to Create a Fillable PDF Form Free.” It does not display a dollar amount. The privacy policy does not display a price for the forms tool. | The forms page does not print an hourly cap or a page cap. It says the Publish link does not expire. The privacy page’s 7-day sentence is a different page. This guide does not merge those two sentences. The privacy page’s form-field-detection example is not the click-to-place steps on the forms page. The forms page does not say the file stays on the computer. |
| Adobe Acrobat, Create PDF forms from scratch, last updated Oct 22, 2026 | In Adobe Acrobat, select Menu on Windows or File on macOS, then Prepare a form, Start from blank page, and Create form. Add text, then components such as an image field, a checkbox, or a radio button. Right-click a field and select Delete. Select Preview, then save. The tip says the Send button can distribute the form. | The article does not say the steps are free. It does not display a dollar amount. “Try it in the app” and “Open Acrobat” are the buttons on the page. | The article does not name Acrobat Reader. It does not say which Acrobat edition includes Prepare a form. It does not say a saved field was reopened in another reader. |

A new field is a different job from typing in a field
Chrome’s Computer page and Edge’s Learning Center page describe a form that already has something to type in, or text you place on the page. LibreOffice’s Create PDF form sentence, PDF24’s Create PDF button, PDF24’s add-fields sentence, Stirling’s Form Editor sentence, Sejda’s click-to-place fields, and Acrobat’s Prepare a form sentence are the pages that name a form you build. The fill guide on this site keeps the Chrome download and Edge Save steps. This page does not copy those steps, and it does not copy the edition finder. The use-case page is the reminder to save a field and reopen it in another reader. This guide did not do that reopen.
What Chrome and Edge print, and what they do not print
The Computer manage-PDFs page is the Chrome list: fill out and sign paperwork, and add text where you click. Download with your changes is a download choice, not a new field. The Android page at the same article number, opened the same day without the Computer setting, does not contain that list. Edge’s Learning Center page starts from blank fields and uses Edit. Add notes and Add text are the sentences for new text. The Learn article’s feature table pairs basic form filling with “JavaScript forms aren’t supported,” and the constraints say XFA isn’t supported. None of those pages tells you to insert a text field, a checkbox, or a dropdown. A scanned page that Chrome can make searchable is still the OCR sentence on the Computer page. That sentence does not say the scan becomes a form. No price is printed on these pages, so this guide does not call the browsers a free form builder.
LibreOffice: add the control, then choose Create PDF form
The homepage’s “at no cost” sentence is the cost sentence. It is not a PDF procedure. The system requirements page is the Windows, macOS 11, and Linux kernel list, plus the Java sentence that names Base. The Writer Form menu and the Form Controls toolbar are the ways to add a text box or a check box to the document. Design Mode is the switch between editing a control and using it. Content Controls on the Form menu are placeholder text. The export page does not say that command becomes a PDF field. Create PDF form is the General tab of File - Export As - Export as PDF. Submit format and Allow duplicate field names are on that same tab. The Writer Guide chapter is the page that says some Writer controls convert to PDF form fields and some do not, and it ties that list to PDF 2.0 and to LibreOffice 26.2. “Typically” stays on that chapter. The help export page does not print the control list, and the homepage checked on 4 November 2026 does not print 26.2. This guide did not open Writer.
PDF24’s two form pages do not share one free sentence or one file sentence
The create-fillable-form page builds a new form and says the form stays in the browser until Create PDF sends it to the server. Its free answer says free, without registration and without watermarks. The make-fillable page adds fields to a PDF you already have, says the website tool runs in the cloud, and says an offline version of that tool is in the PDF24 Creator Toolbox on Windows. Its free answer says no hidden costs, no registration, and no limitations on the number of forms. The tools homepage says every online tool is free of charge and without any restrictions, and that this is achieved via some advertising on the web pages. It also says the online tools process files on PDF24 servers. A conditional block on the create page is always shown by a PDF program that does not run JavaScript. Edge’s article says JavaScript forms aren’t supported. The two sentences are from different publishers. This guide does not report an Edge test of a PDF24 file. No dollar amount is printed on these PDF24 pages.
Stirling names the form tools; Flatten is the other way
Form Editor and Auto Form Detection are functionality-page names. The homepage’s “private, open-source” sentence does not name them, and it does not say free. The cloud-badge sentence is also on the functionality page, and it is not attached there to Form Editor or to Auto Form Detection. Flatten turns fields into plain page content, so it is not the step that makes a PDF fillable. Add Text on that page is typed text, not a form field. This guide did not install a desktop build and did not start a server. It does not display a dollar amount because those two pages do not.
Sejda’s forms page says free; its privacy page is where the file sentences are
The forms page’s steps are Upload or a blank template, the named field types, and Apply changes. The headings say free. The page does not print an hourly cap, a page cap, or a price. It says the Publish link does not expire. The privacy policy, effective Oct 1, 2026, says uploaded files and the processed output are kept long enough to process and download, and that they are permanently deleted after upload or processing respectively, with no backups. The same policy says a copy made for a public shared link is deleted 7 days after being shared. Those retention sentences are not the forms page’s “does not expire” line. Form field detection appears as an AI-feature example on the privacy page. The forms page’s steps are clicks on the page, and that page does not say the clicks are the AI example. The forms page does not say the file remains on the computer. This guide did not upload a PDF.
Acrobat’s create-form article is a documented path that does not say free
The article headed “Create PDF forms from scratch,” last updated Oct 22, 2026, uses Prepare a form in Adobe Acrobat, then a blank page, then form components such as an image field, a checkbox, or a radio button. It does not name Acrobat Reader, it does not say the steps are included with a free download, and it does not display a dollar amount. This guide does not turn that silence into a price. The alternatives hub remains the edition finder. A reader who needs the open-source task split uses that guide. Neither page is a saved-file test.
Scope of this guide
We read the linked Google Chrome Help, Microsoft Edge, LibreOffice, PDF24, Stirling PDF, Sejda, and Adobe Acrobat pages on 4 November 2026 and wrote this guide from them. We did not install LibreOffice, PDF24 Creator, Stirling PDF, Sejda, Chrome, Edge, or Acrobat, did not open a PDF, and did not create, fill, or save a form. Nothing here is a hands-on PDF result or a tested catalog match. Menus can differ by version. Check what your own screen shows. “Free,” “at no cost,” and “open source” are used only where a page prints them. A page that does not name a task is not a statement that the task is impossible. It is a statement that the page does not name it. No dollar amount was added.
Common questions
Can Chrome or Edge create a new fillable form field?
The Chrome Computer page checked on 4 November 2026 says the viewer can fill out and sign paperwork and add text where you click. Edge’s Learning Center page says to select Edit and type in blank fields. The features page says Add text. Microsoft’s PDF reader article lists basic form filling, says JavaScript forms aren’t supported, and says XFA isn’t supported. None of those pages prints a step that inserts a new text field, checkbox, or dropdown. They do not display a price. Filling a form that already has fields is the other guide. The Android Chrome page opened the same day does not contain the Computer list.
How does LibreOffice’s help say to create a fillable PDF form?
The homepage says the suite is free and open source and available at no cost. It does not print the PDF steps. In Writer, the Form menu and the Form Controls toolbar add controls such as a text box or a check box. Design Mode is the edit-or-use switch. File - Export As - Export as PDF - General tab includes Create PDF form, which the help says can be filled out and printed by the user of the PDF. Writer Guide 26.2, Chapter 18, published March 2026 and based on LibreOffice 26.2, says some Writer controls convert to PDF form fields and some do not. That list is for an export to PDF 2.0, and the chapter says the conversion is typical, not that every control converts. The help export page does not print that control list. This guide did not export a file.
Which LibreOffice controls does the Writer Guide say do not become interactive PDF fields?
Chapter 18 says file selection, a hidden control, and a group box are not available as interactive PDF controls. The group box line says it is visually grouped in the PDF, but not interactive. It also says data binding, macros, and scripts are not preserved in PDF 2.0, and that validation and formatting may be limited. Date, time, numeric, currency, and percentage fields are described as exported PDF text fields, not as a statement that a PDF date picker is included. The chapter says text does not automatically reflow after a text box is filled in. These sentences are the chapter’s. The Form Controls help page does not print them.
Does PDF24 say the form tool is free, and does the file stay on the computer?
The create-fillable-form page says yes, it is free, without registration and without watermarks. It also says the form stays in the browser while you edit it and is sent to PDF24’s server to create the PDF, then removed after a short time. The make-fillable page says the website editor is free, with no limitations on the number of forms, and that it runs in the cloud. It says an offline version of that tool is in the PDF24 Creator Toolbox on Windows. The tools homepage says all online tools are free of charge without any restrictions because of advertising, and that they process files on PDF24 servers. Those are three pages. This guide did not create an account or a file.
What do the Stirling, Sejda, and Acrobat pages say about creating the form?
Stirling’s functionality page names Form Editor as fill in, add, and edit form fields, and Auto Form Detection as find form fields and make a PDF fillable. The documentation homepage says “private, open-source” and does not name those tools or display a dollar amount. The functionality page does not say which tool carries a desktop cloud badge. Flatten on that page turns fields into plain page content. Sejda’s forms page says the creator is free and tells you to click Upload or start from a blank template, then Apply changes. It says the Publish link does not expire, and it does not print an hourly cap. Sejda’s privacy policy says uploaded files are deleted after upload or processing, and that a public shared copy is deleted 7 days after being shared. Acrobat’s create-from-scratch article uses Prepare a form and does not say the steps are free, does not name Reader, and does not display a dollar amount. No file was saved for this guide.
