Footage taken and shared on social media by shocked customers showed how a man appeared to shout at another passenger, pointing his finger and shouting profanities.
A woman can be heard barking and the pair went back and forth, with the volume and aggression increasing as other passengers tried in vain to calm the situation.
It is unclear to what extent the argument escalated, but another clip filmed once the plane was on the tarmac in Belgrade showed police bursting into the cabin to take away one of the passengers.
A struggle ensued and footage shows police officers throwing the unruly passenger to the ground before dragging him out of the cabin door.

Belgrade is more than 700 miles from Dalaman and the detour caused a two-hour delay.
SunExpress said: ‘Our flight XQ505, which was scheduled from Manchester to Dalaman on April 9, had to be diverted to Belgrade due to an unruly passenger.
‘Upon arrival, local police removed the passenger from the plane and the plane continued to Dalaman after the passenger disembarked.
“The safety of our passengers and crew is SunExpress’ top priority.”
The incident comes just days after police removed a passenger who allegedly drank a bottle of Disaronno from the plane on a Ryanair flight from Manchester to Alicante after forcing an emergency landing.
The diversion meant that the flight, which left the United Kingdom at 6:08 p.m. on Friday, April 5, arrived in Alicante at 11:28 p.m. local time, after a 75-minute stopover in Barcelona.
The trip took four hours and 20 minutes, about two hours longer than normal.
A video, filmed about ten rows from the front of the cabin, showed how a police officer in a black uniform suddenly appeared on the plane to the muffled screams of dozens of tourists.
A cabin crew member then ran down the aisle to point out the offender, sitting about five rows ahead.
The passenger stood up and shuffled towards the police officer before being ejected to the applause of his fellow passengers.
Another passenger then appeared to remove his bag from the overhead compartment and followed the police officer, causing other customers to speculate about the reasons for the couple’s expulsion.
A passenger had to be escorted by police off a Ryanair flight from Manchester to Alicante after ‘drinking a bottle of Disaronno’

One woman said, “They had too many drinks, but they didn’t really help.”
In response, a man turns to look at the camera and says: ‘The only thing they did was drink a bottle of Disaronno’, to which another woman replied: ‘turn themselves in… is that all they’ve done?’
Another added: ‘This is ridiculous. A flight to Alicante had a stopover in Barcelona because someone drank a bottle of Disaronno, beautiful.
‘How many police cars are there outside? Two and a riot van because two boys drank a bottle of Disaronno.
Meanwhile, the man was escorted off the plane and out of sight, while two more police officers could be seen at the front of the cabin.
Ryanair rules state that passengers can purchase duty-free alcohol at the airport before a flight, but must store it safely in a suitable bag in the cabin during travel.
Passengers cannot drink alcohol purchased at duty-free during the flight.
Ryanair’s terms and conditions also say the airline may refuse to carry a passenger if their “mental, physical state, attitude, behavior or appearance, including the effects of alcohol or drugs, presents a risk to themselves, other passengers or crew members, or any property’.
A Ryanair spokesperson said: “This flight from Manchester to Alicante (April 5) was diverted to Barcelona due to a problematic passenger on board.
“The passenger was removed and this flight continued to Alicante.”
