An internal memo circulated among Border Patrol agents instructs those in the San Diego sector to release single adults from all but six countries in the United States.

The memo, obtained by the Washington Examiner, was released after President Joe Biden’s executive order that, in theory, attempts to prohibit most illegal immigrants from using the asylum application went into effect last week.

Anna Giaritelli, who first reported details of the memo, said the document instructed officials to process all single adults in the Eastern Hemisphere through a process called Notice of Appearance/Release on Own Recognizance, except those of six selected countries: Russia, Georgia, Uzbekistan. , Tajikistan, Moldova and Kyrgyzstan.

Citizens of all other Eastern Hemisphere nations outside of those half-dozen who attempt to illegally cross the U.S. border into the San Diego sector will be freely released into the country, according to the memo.

The president announced last week, while shifting blame to Republicans in Congress, that he was “using the executive authorities I have at my disposal as president to do what I can on my own to address the border.”

That order, CBP officials say, will take some time to implement. The agency, along with the entire DHS, is still collaborating with uncooperative countries in the Eastern Hemisphere, some of which refuse to accept their citizens when the United States attempts to deport them.

Fox News’ Bill Melugin reported that the shocking memo applies only to the San Diego sector because of the specific range of citizens agents encounter there.

CBP officials said that even if migrants from the Eastern Hemisphere are released into the country with essentially no conditions on their release, they will not be eligible for asylum.

Last week, DHS officials also acknowledged that it is difficult to expel illegal immigrants from some Eastern Hemisphere countries, but they are actively trying to seek cooperation with some, including China.

There are a significant number of countries that the United States has identified as unwilling to cooperate with the US deportation system and will refuse to accept flights filled with their citizens who have been returned.

But until those select Eastern Hemisphere countries find reasons to cooperate, officials say the executive order will do little to help expel illegal immigrants from that specific corner of the world.

Biden’s much-hyped executive order will temporarily suspend the entry of illegal immigrants across the southern border only after the average number of border encounters in a day reaches 2,500 for seven straight days.

But Biden’s rule will not apply to illegal immigrants who fall into categories such as unaccompanied children or those who are assessed as “victims of severe forms of trafficking.”

Those who cross illegally and have scheduled an appointment using the CBP One app will also not be subject to the standards of the executive order.

Another exception is based on those whose totality of circumstances, ‘including consideration of important law enforcement, public safety and official interests, and urgent public health and humanitarian interests, justify allowing entry to non-citizens.’
