A New York prosecutor who handled child endangerment cases has abruptly resigned just days after he was caught on camera fleeing from vigilante pedophile hunters in a Target parking lot.
Fordham Law School graduate William CC Kemp-Neal had allegedly arranged to meet a 13-year-old boy outside the Mount Vernon store when he was confronted by members of the group Dads Against Predators.
When someone approached him to ask if he was ‘Marcus’, the 30-year-old ran across the car park before a passerby grabbed him and threw him to the ground.
“That guy who came out of nowhere is a bastard,” wrote one viewer.
“He’s like two feet shorter and he knocked him down. Awesome!”

Kemp-Neal was earning $84,990 as an assistant district attorney in the Bronx District Attorney’s Office before her sudden resignation on July 12. The New York Post reported.
She has written articles for the Fordham Law Review on the topic of “environmental racism” and handled assault, harassment and child endangerment cases for Bronx District Attorney Darcel Clark.
Dramatic footage shows vigilantes chasing Kemp-Neal as he runs away from them, with one shouting: “Excuse me everyone, this man here has met with a 13-year-old boy. This man is a paedophile in your town.”
“Marcus is a pedophile trying to meet a 13-year-old boy,” another voice says. “Come on.”
When they catch up with him, a passerby grabs him and throws him to the ground, then applies a chokehold to the prosecutor.
“Grab him by the ass, he tried to fuck a 13-year-old boy!” shouts one of the men who chased him.
“Oh no,” Kemp-Neal insists as he tries to hide his face with a baseball cap before a pursuer rips it off his head.
“What are you doing, Marcus?” she asks. “Are you trying to meet a 13-year-old boy? You wanted to take him out for a milkshake, didn’t you, Marcus?”
“No, I didn’t,” he replies as he struggles with his captor before being pulled to his feet.
Footage posted by the group Dads Against Predators shows members approaching Kemp-Neal as he waited outside a Target store in Mount Vernon on July 13.
The bystander grabbed Kemp-Neal as he headed toward the store’s parking lot exit.
The 30-year-old man tried to hide his face as the security guards caught up with him.
The prosecutor denied having arranged a meeting with a 13-year-old boy while he was fighting with his captor.
Mount Vernon Police Department officers were called to the scene but made no arrests.
A spokesman said in a statement that they had “encountered several individuals making allegations of wrongdoing” and promised a “thorough investigation.”
The prosecutor has not been charged with any crime, but a spokesman for the prosecutor’s office said its work with them was done.
“William Kemp-Neal served here as an assistant district attorney from June 28, 2020, through July 17, 2024,” she said in a statement. “He has resigned from that position.”
