A woman who shot a baby in a stroller on a Philadelphia sidewalk has been arrested, police confirmed.

The woman, Dominique Billips, was arrested Friday night and charged with aggravated assault, violation of the Uniform Firearms Act (VUFA) and related offenses, the Philadelphia Police Department told DailyMail.com.

Billips, wearing a black sweatshirt, shot the 7-month-old baby shortly before 6 p.m. Thursday on Meridian Street in the Holmesburg neighborhood.

“F*** your baby, you b***h,” the woman screamed after the mother shouted “my baby”, CCTV footage shows.

“We are very fortunate that the 7-month-old child is in stable condition,” said Philadelphia Police Chief Inspector Scott Small.

The boy’s father runs away after the first shot. She fires a second shot at the father, before turning to the mother and firing one more, then running away.

When police arrived at the scene, neither of the parents were there and the boy had been rushed to Nazareth Hospital by a neighbour.

“When I found out the baby was seven months old and both parents said they had warrants out for their arrest, they got out of the car and I took the baby,” she said. NBC Philadelphia.

Both parents fled the scene after the shooting and a neighbor took the baby to the hospital for treatment. The baby's father was later arrested by police and both parents were questioned.

“I felt like I had to protect that child. It was overwhelming. It was scary. That person walked up and didn’t care, didn’t feel any remorse, and just shot and walked away like nothing happened.”

The baby was later transferred to Jefferson Torresdale Hospital, where he is in stable condition.

Neither parent was injured and it is believed that both left the scene because there were warrants out for their arrest.

The family of three was not from the Holmesburg area and police do not know why they were there.

The motive for the shooting is unknown.
