Rosselló resigned on Wednesday evening for his position as governor after an SMS scandal that exposed offensive, homophobic messages and corruption.
Justice Minister Wanda Vazquez would take over his position when his resignation takes effect on 2 August at 5 p.m., but she asked Rosselló to appoint another candidate instead.

In a shocking movement, Rosselló resigned as governor in a video published on Facebook (above) on Wednesday evening, after 12 days of indignant protests on the island over a leaked text scandal in which he and other officials insulted, homophobic and corrupted messages
Former Secretary of State Luis Rivera Marín is said to have been in line to occupy Rosselló's chair, but he had more than a dozen officials resigning after the leaked interview.
Vazquez was next in line and the governor's chair fell on her lap.
Her comments are because Puerto Ricans demanded that she resign from her position in the midst of the political crisis on the island.
