Now the family has revealed that the alleged kidnapper, who has since been arrested, is their neighbor.
The boy’s mother described him as always “nice” and said he has never acted “unusual.”

The mother, who has not been named, said the family heard from other locals that Stowe may have been having a “bad day” before the attempted kidnapping.
