Rosie O’Donnell’s oldest daughter, Chelsea Belle O’Donnell, was arrested and charged with child neglect after police found her 11-month-old baby in a house filled with meth pipes, feces and trash.
Chelsea, 27, was charged with four felony counts of maintaining a drug trafficking place, child neglect, possession of methamphetamine and possession of THC after police were called to her home in Marinette, Wisconsin, on September 10. .
Court documents seen by In contact It also reveals how prosecutors with the Marinette County Sheriff’s Office charged her with two misdemeanors, including disorderly conduct and possession of illegally obtained prescription drugs.
Chelsea herself called officers to the home and the operator reported hearing an argument in the background with a woman telling someone to “get away from her.”

When police arrived at the scene, she tried to downplay what happened, insisting that everything was fine, before admitting that she and her boyfriend Jacob Nelund had argued.
“I tried to ask him more questions and it was clear that Chelsea was not being honest at all. “This was a repeat of what happened a few weeks earlier when I was at his house for a similar incident,” the police wrote in their report.
When officers investigated further, they found a methamphetamine pipe with residue inside.
He watched the police take Chelsea into custody while the cops went to check on her baby, named Atlas.
Chelsea was arrested and later released on bail.
While in the patrol car, Chelsea admitted to having something in her bra that police described as a vial-type container and a clear plastic bag with some white pills.
“In the black vial was a white crystal-like substance that I know to be methamphetamine,” the report said. Police said Chelsea had 18 grams of methamphetamine.
Police detained Chelsea while they were going to see her baby, named Atlas.
Shocking scenes ran through the house with a box of hypodermic needles also found in baby Atlas’ room.
Both Chelsea and Jacob’s pupils were dilated and did not respond to flashlight shining into their eyes, indicating to authorities that they had likely been using recreational drugs.
‘His facial features were sunken and he was missing some teeth. His muscle tone was very stiff and it looked like he was flexing even though he wasn’t. I asked him what other drugs he was using today and he said he only smokes marijuana. From my training and experience, I know that marijuana will not have this effect on your eyes. “I had previously observed this type of impairment in someone who had smoked methamphetamine,” the officer wrote, according to the report seen by In contact.
Police described the sordid scene that greeted them when they ventured inside the house with rotten food and dirty, moldy dishes everywhere.
‘The inside of the house was disgusting (with) milk that stank so much it almost made me vomit, dirty diapers, used feminine hygiene products, dirty underwear with feces and blood stains and used razor blades on the floor,’ she details. the report.
Police then found a used methamphetamine pipe in Chelsea and Jacob’s first-floor bedroom.
Atlas was handed over to a family friend while Chelsea was taken into police custody.

The shocking scenes swept through the house with a box of hypodermic needles also found in the child’s room.
‘Some of the needles were used and had dried blood on them. “I know drug users commonly use needs like this to inject meth into their arms or “hit themselves,” the officer wrote in his report.
A second officer also described a similar scene with old rotting fruit, “garbage, random tools and butane bottles on the ground, all mixed in with (the boy’s) clothes.”
Officers also found a methamphetamine pipe and a meth pipe “that a small child could have easily grabbed.”
‘Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles. In a pile of clothes I found a straw that had been cut and burned,” the report continues.
An officer described Chelsea said she was “sweating profusely” and was very nervous during the time police were at the scene.
“It appeared that Jacob and Chelsea were more concerned about his drug addiction than providing (the baby) with a clean and safe environment,” police wrote.
During the search of the home, police also found evidence suggesting that drug dealing may have been occurring inside the home and that a methamphetamine cooking system had been set up.
In a second incident last week, on October 11, police stopped Chelsea while she was driving.
She was arrested once again after police found a methamphetamine pipe on her along with pills that included oxycodone, Morphine sulfate and hydrocodone pills stuffed in her bra.
For that incident, she was charged with three felony counts of possession of methamphetamine, bail jumping, and possession of narcotics.
She will appear in court at a hearing scheduled for next month to address both cases.
