Sylvester Stallone has upset residents of luxurious Palm Beach, Florida, with a bizarre plan to build an underwater barrier adjacent to his $35 million mansion.

The 78-year-old has overseen plans that would place a seaweed barrier in the area’s Intracoastal Waterway. The Palm Beach Post reported on Friday.

“The overall purpose of the project is to exclude boaters” from approaching the celebrity’s property, the Army Corps said in a public notice about the plans, which appear to fall under the classification of an environmental project, the newspaper reported.

Also noted is the presence of debris in the area and algae, the latter being considered a secondary priority in implementing the changes that Stallone seeks to achieve.

The Florida Department of Environmental Protection’s project outline left Stallone’s neighbors “shocked,” the newspaper reported.

Residents have until 5:00 pm on December 25 to submit comments on the project, the newspaper reported.

The Tulsa King star who was in the process for the project also asked to rent state land to properly place the barrier, according to the newspaper.

Bradford Gary, a neighbor of the three-time Academy Award nominee, told the newspaper that while Stallone owns “a beautiful property” and “one of the nicest houses in the West Indies” in the area’s North End, he is overreaching in his vision of the project.

“I understand why you would want to protect him,” Gary told the newspaper. “But you can’t just claim your right and think you own the water.”

The Rocky actor is the father of five children: three daughters with his wife Jennifer Flavin, 56, Sophia, 28, Sistine, 26, and Scarlet, 22; and two children with his first wife, Sasha Czack, 74: Seargeoh, 45, and Sage, who died at age 36 of coronary artery disease in July 2012.
