A Brooklyn woman who shot her 20-year-old ex-girlfriend in broad daylight on Wednesday was charged with murder on Thursday, while her family revealed that she has mental health problems and harbored a grudge after breaking up with the victim three years ago.

Latisha Bell, 38, shot her on-off girlfriend of 20 years, Nichelle Thomas, 52, in Park Slope, an affluent part of Brooklyn, on Wednesday afternoon.

She walked over to Thomas and put a gun to the back of her head, pulled the trigger and fled the scene.

Bell later turned himself over to the police. She walked into a police station and said to the officer on duty, “I’m turning myself in for the murder. The gun is in the bag. I need to talk to the homicide detective. I did the shooting. ‘

On Thursday, her sister told DailyMail.com that she had been suffering from mental health problems for years.

The sister, who did not want to be named, even blamed the victim, claiming that she would not leave her sibling alone.

‘My sister has been struggling with psychological problems for a long time.

The other party knew – I’m so sorry she had to go through this. I’m sorry they both had to go through this.

‘My sister doesn’t deserve this. She tried to leave her alone, but the woman kept coming back to her.

Whenever she saw that my sister was doing well, she kept going back to her knowing she was mentally retarded.

“They had a long-standing problem with domestic violence – when my sister left, she should have just kept going.

“You don’t play with the mentally ill,” she said.

She alleged that Nichelle caused her sister to lose custody of her son several years ago, causing them to split up.

She also said there was a more recent incident that led her sister to kill her, but she didn’t want to reveal what that incident was.

Thomas was unsuspecting when Bell came running after her and shot her in the back of the head, the footage shows.

The motive for the shooting is not immediately known, but investigators do believe there was a loved one feud between the two

“Something happened that I don’t want to discuss – something really happened that traumatized my sister – she just couldn’t take it anymore.

She realized she was using her for her own good. She felt she couldn’t take it.

“Enough is enough,” she said.

Nichelle herself had two children. It is unclear how old they are or who she had them with.

It is also unclear how Latisha was able to obtain a gun, or if her mental health problems have been documented.

New York is a law state with a red flag, which means that anyone with a history of mental illness cannot legally buy a firearm.

The former couple lived together for 20 years in an apartment near the sandwich shop where Thomas was shot.

Thomas still lived there, but Bell moved to the Bronx three years ago.

During their relationship, police were called to the Brooklyn apartment 13 times for domestic disputes.

Bell also has three previous crimes, but it is unclear what those are.

Bell was taken into custody on Thursday.

Her attorney asked for a psychiatric evaluation and medical attention.

She will return to court on April 27.
