This is when a scooter driver blocked a busy road while waiting for a chip shop to bring his dinner.

Shot in central Manchester on Friday, November 19, the footage shows a large truck and several cars waiting for the man’s food to be ready.

The man, who has not been identified, is told to motorists: ‘I just want the fish and chips I paid for.’

Witness David Williams had assumed the man’s scooter battery was dead, so he went there to see if he could help, but was forced to “back out” when the scooter user also snapped at him.

In the clip, the irate customer roared at anyone urging him to move despite holding up traffic for over three minutes as he waits for his fish and chip order to be brought to him.

The scooter driver launched a vile diatribe against anyone who criticized him, describing several people as “f****** low lives” and threatening them with “the law.”

A motorcycle cop is unable to move the man who insists he will be “out of the way” once he “gets the change”.

The officer said he would escort the man along the road because he was “causing chaos.”

Mr Williams described the scene, saying: ‘He was not moving anywhere. He was adamant that he didn’t move.

“You can hear the horns go off, the man in the truck behind it screamed, but I couldn’t hear what he was saying.

“Everyone was furious, not knowing what was going on.

“I was on my way from an interview to where I live and I happened to see this man in the distance in the middle of the road in a wheelchair. I thought he must be broken or his engine had broken down.

“I came to his rescue at first, but he yelled at me, so I backed away.

“There was traffic behind him, so I figured there must be a reason why he was stuck there in the middle of the road.

“I got closer and realized he was waiting for his fish and chips at 11:30 in the morning.

“He paid for his fish and chips and waited for them to come out.”

Mr Williams said he was “stunned” by the man’s actions. He said at least 10 vehicles were stuck in the queue.

The 54-year-old Test and Trace assistant said the road had been blocked for more than five minutes.

He said, ‘People were outraged. You can see the conversation with a retailer.

“When people told you to get out of the way, he didn’t care. He just wanted his fish and chips and his change.

‘A lot of people came to try to help him, of course. If you came across it, you’d think something had gone wrong with the wheelchair – I didn’t know he was waiting for him to wait.

“It’s a pretty narrow street, it’s a one-way street, so if there’s a blockage out the front you’re pretty stuck.”

After getting his change, the man drove off the road to allow traffic to escape.
