Once Mueller became aware of the existence of the texts sent before his appointment as special council, he removed Strzok from his team to investigate potential ties between Russia and the Trump campaign.

Trump seems to refer to the fact that for technical reasons the FBI was initially unable to retrieve months-long text messages between the two officials. But the FBI was eventually able to fix them, and there has never been any claim – minus Trump's – that Mueller had anything to do with that process.
