Three Georgia police officers have been placed on administrative leave after a cell phone appeared online showing them holding a 13-year-old girl while she was beaten by a woman with a belt.

Columbus Police Chief Freddie Blackmon confirmed on Tuesday that he ordered an internal investigation after becoming aware of the video circulating on social media.

Blackmon described the video as “a young person being beaten or punished…with a belt.”

The incident took place in Columbus, Georgia on Saturday, when police were called to an abandoned house where several teenagers were hanging out.

He said: “I was made aware of a video posted on social media, which raised my concerns.”

WTVM reported, citing a neighbor, that police were called Saturday to a vacant home in Columbus — a city of 200,000 people near the Alabama border — after receiving reports of five or six teens loitering inside.

Responding officers were in the process of arresting the last teen when a woman appeared on the scene and angrily beat the 13-year-old with a belt.

In the video recorded by a bystander across the street, police appear to be holding the teen’s arms as the woman beats her multiple times.

None of the officers makes an apparent effort to stop the woman from beating the child, or to protect her from the beatings.

Police have not identified the woman who did the whipping and a department spokesperson declined to comment on the nature of her relationship with the girl on Wednesday, citing the ongoing investigation by the Office of Professional Standards.

It is unclear whether the 13-year-old was charged with a crime, or was simply released to her family after her arrest.

Chief Blackmon has asked the Georgia Bureau of Investigation to conduct a separate investigation to determine if any crimes were committed.
