The video was filmed by the outraged Ben Toovey, 40, who saw the scene unfold as the owner of the car, an elderly gentleman, entered a nearby pharmacy to pick up his wife’s medicines.
In the video, shot in Bromley, South East London, on Friday morning at around 10:30 AM, Mr. Toovey confronts the dancing man as he completes issuing the fine, reports The sun.
Mr. Toovey can be heard crying behind the camera, “Happy if Larry gives people parking tickets when there is a crisis, you’re a disgrace.”
To which the director replies: “That is not my problem. Thank you very much for arranging your own business. ‘
To talk with The sun about the incident, Mr. Toovey said, “It broke my heart. My language was a bit exaggerated, but everyone is emotional. … He danced. I said “for God’s sake come on.” ‘
