Dozens of Melbourne residents were still able to flood to New South Wales by car without passing a police checkpoint.
Melburnians should not enter NSW in an effort to stop the spread of the coronavirus, with police checkpoints on the north side of the Murray River.
Queensland, South Australia, Western Australia, Tasmania and the Northern Territory have also excluded Victorians, other than essential service personnel, and those states now require returning residents who have been to Melbourne to be quarantined for 14 days.
However, Melburnians can still fly directly to Canberra and don’t need to isolate themselves.
The Australian Capital Territory allows visitors from all over Victoria to enter if they have a special exemption.

However, no roadblocks or checkpoints have been set up for those leaving the ACT to check whether they have been to the greater Melbourne or neighboring Mitchell county.
An NSW police spokeswoman said the NSW-ACT border remained open.
“We don’t have a hard closure like the Victorian border,” she told Daily Mail Australia.
“The police are definitely going to act on information they get. We can’t really speculate. ‘
Treasurer Josh Frydenberg, who lives in Melbourne, will visit Canberra on July 23 to make an economic statement regarding the future of the $ 70 billion JobKeeper pay grant program.
“He will seek appropriate exceptions for travel in and out of the ACT,” his spokesperson told Daily Mail Australia.

Under ACT ACT COVID-19 rules, Victorians are prohibited from entering the metropolitan area, but exceptions are granted to federal MPs, on the condition that they “return to their home jurisdiction at the earliest reasonable opportunity.”

“MPs can apply for an exemption as an essential worker,” an ACT Health spokesperson told Daily Mail Australia.
“Exemptions are only granted if the person is allowed to travel under the current limitations of Victoria’s public health, and only if there is an exceptional need to travel to the ACT.”
Monday morning, ACT Health had received more than 800 waivers since they were filed last Wednesday.
There are now almost 400 people self-quarantined in the ACT.

NSW now has 21 active cases, with 13 visitors to the Crossroads Hotel in Casula in southwest Sydney testing positive.
The tavern is popular with truck drivers on long-distance trips from Victoria.
