The ex-husband of the police union director tasked with running the fentanyl-smuggling operation said that although she cheated on him, she had “never broken the law in her life” and “never used.”
San Jose’s grandmother, Joanne Segovia, executive director of the San Jose Police Officers Association, has been charged with illegally importing fentanyl according to a criminal complaint filed in federal court Monday.
Her ex-husband Doug Evans, 66, told DailyMail.com he was shocked when he learned of the prosecution’s allegations against his 64-year-old ex-wife.
“I can’t believe she would be involved in a smuggling operation,” he said in an exclusive interview from his home in Indiana.
I just can’t believe it’s her. She has never broken the law in her life. You were not that kind of person. You didn’t even get a traffic ticket.
She has never used drugs in her life. We have been married for 20 years. I just can’t believe it, something isn’t right.

Evans revealed that their marriage ended in 2000 when Joan allegedly cheated on him with her current husband, Dom Segovia.
Dominic’s wife worked with me and Joan in fancy check printers. Dominic’s wife passed away. At the time, Joanne was the company’s employee liaison.
I started working with Dom, to sort things out. They started meeting with each other about it and it just grew stronger.
I caught them in the truck once. Then on New Year’s Eve they spent the weekend in Monterey together. She came back and said she wanted a divorce.
Evans said he had not been in contact with his ex-wife for many years, and was estranged from their daughter Jennifer, so he was unaware of her arrest or any suspiciously extravagant spending recently.

Segovia used her personal and desktop computers (pictured) to order thousands of opioid medications and other pills to her home and agreed to distribute the drugs elsewhere in the United States.
However, photos from Joanne’s Facebook page show that she and her second husband took a Valentine’s Day trip to a seaside resort in an unknown location, with photos showing blue skies and palm trees around the hotel’s many pools in front of a sandy beach.
Other photos showed Segovias drinking cocktails at the resort’s restaurant.
My favorite place on my favorite day! I miss my love back home! Joanne wrote in a social media post on Feb. 14.
Just over a month later, police raided her home and office in San Jose, saying they had found pills and other evidence, and the police union put her on paid leave.
She is accused of participating in an international scheme to bring and distribute synthetic drugs into the United States, officials said, and faces 20 years in prison if convicted.
US prosecutors said Segovia used her personal and desktop computers to order thousands of opioid medications and other pills to her home and agreed to distribute the drugs elsewhere in the United States.

The complaint filed says that between October 2015 and January 2023, Segovia mailed at least 61 shipments to her home from China, Hungary, India, Canada, Spain and Singapore.
She allegedly disguised the packages with labels including “wedding party favors”, “makeup gifts”, “nutritional supplements” and “chocolates and sweets”.
Narcotics investigators say they have intercepted thousands of pills of controlled substances, including the synthetic opioids tramadol and tapentadol, worth thousands of dollars.
Court documents alleged that Segovia referred to her job in the police union in WhatsApp messages with an Indian cell phone number coordinating shipments.

On June 14, 2021 I wrote: Sorry I had 50 new officers starting today so if you’re on leash all morning. I’ll be back in the office in an hour and take care of all of that! According to the criminal complaint.
Other texts indicated that a member of her family may have been involved in drug dealing.
She allegedly wrote on July 4, 2022: “I want to send you $900 for the orange pills that are on their way.” Make me short, do you know when they’re coming? “
The plaintiffs included photos of the PayPal website receipts and the UPS shipping receipt to her office address.
Segovia’s brother-in-law and Jennifer’s husband, Nick Hansen, told DailyMail.com that the family would not comment “at all” on the accusations.
