Terrifying moment toddler scrambles around on a concrete ledge four floors above the street

Terrifying images have emerged that show a little boy exploring a concrete ledge high above the street in Phnom Penh, Cambodia.
The young man had crossed a barrier before moving over the 11.8-inch-wide concrete strip.
The video shows two toddlers, one behind a thrown-away door that serves as a temporary barrier, and one outside the room on the top floor of a gray-clad building with a corrugated iron roof.
The toddler does not seem to worry or worry because of his proximity to the edge of the ledge while he is playing happily.
There appeared to be no adults in sight when the boy walked across the terrace, about 36 feet above the ground.
Images from last Tuesday morning show the boy, without clothes, shuffling back and forth.
He sees a black bag picked up and placed on a chair, while the toddler sticks out his hand inside to inspect the bag.
The boy then studies the ground before looking briefly at the street below.
He squats down, uncertain near the edge.

He then sits next to a plant that grows out of a yellow pot and appears to be absorbed with something on the narrow ledge.
Spectator Pheara Sang, 29, caught the shocking incident and said he didn't want to shout at the boy in case he was shocked.
He said he had told the neighbors who had warned the parents.
The incident lasted more than ten minutes before an adult brought them in.
