He then pans the camera to reveal the mangled mass of bicycles on the road.

An investigation by the National Transportation Safety Board indicated that Quintana-Luján made two calls after the accident, one to his wife and another to his father.

A 911 call was not detailed among the initial phone calls, according to the report. Emergency services received calls from a passerby and three of the victims.

He also stated that Quintana Luján had consumed alcohol and marijuana the night before but was not considered to be under the influence.
