California’s 11th atmospheric river of winter is taking parting shots in southern counties as it moves on after a devastating state.
Water, mud and rocks were reported on many roads Wednesday, along with potholes that have disabled numerous cars.
Flooding has closed several miles of Pacific Coast Highway through Huntington Beach.
