A police officer violently threw an elderly man to the ground after he told him to “shut up.”
On October 27, Lich Vu, 70, and a woman were involved in a car accident after she crashed her vehicle on Northwest 39th Street near Meridian Avenue in Oklahoma City.
An anonymous officer soon arrived at the scene, where he issued a ticket to the driver and another to Lich for an “incorrect U-turn.”
The older man soon became upset that he was going to be fined and refused to sign the citation, as the officer told him he would be arrested if he didn’t.
Body camera footage showed Lich trying to explain what happened during the collision, as he lightly punched the officer in the chest and told him to “shut up,” before the officer threw him to the pavement and handcuffed him.
The elderly driver was taken to the hospital where he is now being treated for a brain hemorrhage and a broken neck, according to an update posted on Facebook by his daughter Teresa Vu.
Surveillance footage captured the moment an Oklahoma City police officer pinned Lich Vu, 70, to the ground after the elderly man was in a car accident with a woman on Oct. 27.
The elderly driver was taken to hospital where he is now being treated for a brain bleed and a broken neck.
The video of the confrontation began with the police officer telling Lich that he was giving him a ticket, while the driver was sitting in his car.
After telling Lich that he was going to be fined for an “incorrect U-turn,” the old man immediately said, “I didn’t make a U-turn.”
The police officer then specified that at the intersection where Vu and the woman collided, he should not have been next to her, but behind her.
The officer then asked Lich to sign the citation since the elderly man seemed confused.
“So, I’m writing to you and giving you a citation for improper U-turn,” the officer said as Lich interjected, “Me, citation?”
“She hit me and I got the citation,” Lich added just before getting out of the car to point to the road where the accident occurred.
Before the violent incident, the officer explained to Lich that he was going to be ticketed for an “incorrect U-turn.”
The officer quickly threw the 70-year-old man to the pavement after lightly punching him in the chest and telling the officer to “shut up.”
Lich and his wife, who was with him at the time of the accident, insisted that he not make a U-turn.
Lich then became upset and pointed at the police officer before walking away, as the officer said, “We’re done arguing about this.”
The officer then pointed to the ticket and told Lich he would be arrested if he refused to sign it.
‘Yes, I’m going to jail. “I’m ready to go to jail,” Lich responded.
The officer became visibly angry and walked away from the couple to talk to the other driver who parked next to them in a nearby parking lot.
After explaining the ticket to the driver, the police officer returned to Lich and his wife while calling for backup, saying the old man “wanted to go to jail.”
At one point, Lich’s wife, who was with him at the time of the collision, tried to explain to the police officer what happened.
Lich’s wife then intervened and explained what happened again, before her husband returned.
Lich then punched the officer in the chest and told him to “shut up,” while the officer whipped the elderly man and pinned him to the ground.
His wife then pleaded with the officer to call an ambulance while her husband lay on the ground with his head turned to the side.
“Yes, I’m going to call an ambulance,” the officer responded as he handcuffed Lich, who appeared unconscious.
A day after the horrific incident, Lich’s daughter, Teresa, took to social media to share how “disappointed and upset” she was with the Oklahoma City Police Department.
‘This is not how you treat someone who is 5’3 and 115 pounds with bone cancer after a car accident. Especially if English is your second language,” he said.
Lich is seen on the ground after the incident with cuts along the side of his face as he appeared unconscious.
“I will never forget this, especially if my father cannot recover and passes away.”
He then shared that his father is “kind of clean now,” but still has “dents on the side of his head and his eye is swollen shut.”
‘His neck is fractured front and back. “She can barely speak, but she said thank you for all the support and prayers,” Teresa added.
On Wednesday, she shared photos of her father in the hospital with visible bruises and scratches on his arms and face.
‘He is conscious now; He can speak and recognize people. Sometimes he gets frustrated because he can’t remember why he is there or how he got there, which is understandable.
‘He cannot swallow anything properly due to his broken neck; They have a nasogastric tube to provide continuous feeding and hydration,” he added.
He made it clear that although his father is feeling better physically, he plans to get justice for him.
Even as her father improves physically, Lich’s daughter, Teresa Vu, said she plans to get justice for him.
Following the violent moment, the Oklahoma City Police Department said News 9 that after Lich hit the officer, he “resisted and fell.”
The department later released an update on the incident and said it is “investigating a use of force incident involving an officer.”
“During the officer’s investigation, there was use of force and an elderly man suffered serious injuries requiring hospitalization,” the department said.
The unidentified officer has since been placed on paid administrative leave “pending the conclusion of the investigation.”
“The Oklahoma City Police Department is dedicated to transparency and accountability,” the department added.
News 9 reported that the officer has been with the department for six years and his disciplinary record is not “publicly available.”
