Rudy Giuliani made a surprising appearance at the White House on Wednesday, answering questions from journalists on a number of topics, although he declined to say what he was doing in Washington.

Giuliani then turned to attack Joe Biden, following a Trump line of attack against his democratic rival by questioning his mental abilities.
