Willoughby first met Mr. Rose in the local swimming pool six years before he became his foster son.

Mr Rose had lost his mother due to an accident at the age of 12 and did not know his father and was therefore placed in state care.

He started the boy with a job in the supermarket and once invited him to his house, on the pretext that he would make him a sandwich for lunch.

Mr. Rose was again a victim in a motel room in 2013 – the same year Willoughby became a foster carer.

It was not until 2017 that he reported and informed Child Abuse Squadron detectives and later wore a hidden recording device to capture Willoughby.

He told the Downing District Court in a statement that he believed Willoughby had tried to isolate him from the community.
