Hillsborough County delegates said the two kids were at a birthday party when the incident happened
A family organized the party in the communal swimming pool of the apartment complex.
Delegates say both girls went under water. It took a while for the adults, who were unable to swim, to notice that the girls had disappeared.
When the adults finally realized that the girls had been submerged, several people, including neighbors, rushed to help.
The youngsters were dragged out of the pool and CPR was carried on them until the emergency services arrived.
The girls were transported to a local hospital, but one was declared deceased and the other is in a critical condition.

The girls were not identified. Neither of them could swim, the sheriff's office said.
& # 39; At first I thought it was children who were playing and then I realized that the screaming didn't sound so good, & # 39; told resident Addison Vicedo WTSP.
& # 39; I noticed that everyone there was panicking and the mother was in tears, so I told myself not to panic because I could do something, & # 39; said Vicedo.
& # 39; I started giving the little girl CPR and then I noticed that her wrist had a wrist and she would make it, & # 39; he added.
& # 39; My prayers go out to both of their families. Especially the one who didn't make it, & said Vicedo.
