A naked homeless man was seen brutally clutching his penis while smoking a cigarette in broad daylight on Venice Beach in a disturbing video highlighting the city’s growing crisis.

The shocking incident happened on Thursday around 9 a.m. near the boardwalk as groups of children walked nearby, witnesses told DailyMail.com.

In the video, it initially appears as if the fully exposed man is urinating while standing against a palm tree, holding his genitals.

However, he then remains standing for a long time with his pants hanging around his ankles.

Two men then walk up to him to confront him and it appears that a man takes his cigarette and then walks away.

The resident who took the video and asked to remain anonymous told DailyMail.com: “I’m not sure what his plan was, but there were two women about 20 feet from him who were crazy and walking around naked.”

The shocking incident comes amid a growing homelessness crisis in the popular LA beach town that has led many outraged residents to consider leaving the area.

Los Angeles sanitation services and the LAPD attempted to take action last week by conducting a massive clean-up operation to remove encampments from the boardwalk.

But DailyMail.com revealed Thursday that newcomers continue to populate the area despite efforts.

The bystander said that after he stopped recording the incident, he witnessed another man come up to him and hit the homeless person “with a metal pole.”

“He put his shorts back on and rode off on his bike,” he added.

‘Unfortunately a lot of children came by. This was right on the bike path. There was a big party from 07:00 to 10:00.’

The concerned local said the so-called party didn’t stop until Los Angeles County Sheriff Alex Villanueva arrived on the scene.

“No arrests have been made. Everyone went back to the tents when they saw the sheriffs coming,” said spectator Terrance Williams.

“This is absolutely terrible,” Williams said. ‘Instead of getting better, it’s getting worse here.

“Imagine how traumatic and upsetting this is, especially for a child to witness. Where is law enforcement? This is unacceptable.’

In a separate video taken minutes later and just a few feet away, a woman in a blue wig was seen sunbathing in what appeared to be a sheer bodysuit.

She was quickly spotted and approached by members of the Los Angeles County Sheriff Deputies Homeless Outreach Services Team who were patrolling the area.

‘In the video she was wearing a bodysuit of sorts, but before that she walked around naked all morning.

“She and another homeless woman were painting each other with blue paint that looked like a bucket of house paint and not body paint,” an onlooker who asked to remain anonymous told DailyMail.com.

Prior to this so-called party, a homeless man who had been detained from Venice Beach three weeks earlier is seen back on the beach where he has furnished his new home.

“He is a mentally ill man from San Diego who was detained several weeks ago after a violent indiscriminate attack on Venice Beach,” said local resident Andrew Sullivan.

“Now he lives right on the beach in an encampment.”

Video of the same man shows how he is arrested on the beach on June 29.

“It took nearly 20 firefighters to apprehend him and get him safely into an ambulance… now three weeks later, he’s back.

‘What’s wrong with this photo? Hey? Where’s the $5 million to house the homeless and care for the mentally ill?” Sullivan asked.
