A former mayor of Colorado Springs and her 16-year-old daughter were arrested after allegedly drugging a woman in an attempt to steal her newborn.

Juliette Parker – who became mayor in 2019 – was accused of several crimes after she and the unidentified minor were detained at her house on the 4100 block of 220 Street East around 2.30 pm Friday.

Parker was accused of a count of assault in the second degree and attempted to kidnap, according to booking records.

A release from the Sheriff’s Department of Pierce County state that the couple was arrested after an extensive investigation and reports that they may have occurred as newborn baby photographers.

On February 5, a woman called 911 and asked for medical help because she felt and vomited numbness, sleepiness, instability at her feet.

The victim told the delegates that she saw Parker make mobile selfies with the baby, and wiped her fingerprints from items she had touched at the woman’s house.

At the third visit the woman claimed that the drying took place. Reportedly Parker’s teenage daughter gave the victim a cupcake and as soon as she ate the treat, the woman immediately felt sleepy.

The victim ordered Parker and her daughter to leave her house, realizing that they had taken her house keys with them after they were gone.

Delegates interviewed a number of victims and learned that Parker was planning to steal a newborn baby to raise as her own. She was then arrested in her Spanaway home.

Department delegates also donated money to help buy new locks and window guards for the victim, voluntarily to install them in her home.

Authorities request that anyone who may have used Parker’s services, possibly under the name “Juliette Noel” or “Juliette Gains,” contact them.
