Federal authorities have held a Mexican doctor recruited by Russia to spy on US officials in Florida.

A release of the Ministry of Justice of Public Affairs states that Hector Alejandro Cabrera Fuentes was accused of acting in the United States on behalf of a foreign government (Russia), without notifying the Attorney General, and conspiracy to do the same.

Court records share that Fuentes was recruited in 2019 by an unnamed Russian government official and instructed to rent a specific property in Miami-Dade County, Florida.

Fuentes was instructed not to rent the apartment to his name and was also instructed not to tell his family about his meetings with the Russian official.

The Mexican citizen is said to have traveled to Russia to tell the official about the agreements made, but was told that he would meet the official again on his return trip to the country.

Fuentes would make his return trip to the country in February 2020, meeting with the Moscow official. During the meeting, Fuentes official provided a physical description of the vehicle from a source from the US government.

He was instructed to locate the vehicle and obtain the license plate, while also noticing where it was located. Fuentes was then told to meet the Russian official in April or May 2020.

Judicial documents also reveal that Fuentes traveled from Mexico City to Miami on February 13. The next day, a rental car powered by Fuentes drew the attention of the security where a source of American government lived.

Security personnel noted that the Fuentes car had followed another vehicle to gain access to the site. As the guard Fuentes asked, a woman – who is legally married to Fuentes in Mexico – ran away from the car to take pictures of the government license plate.

When asked why they were on the site, Fuentes gave security a misleading name that led the person to ask the couple to leave the area.

Fuentes and his traveling companion arrived at Miami International Airport on February 16, hoping to make a flight back to Mexico City.

American customs and border protection agents inspected the phone that the travel companion had and discovered the photo in the “recently deleted folder” on her phone.

Fuentes would eventually admit that he instructed the woman to break the picture. Authorities quickly found a copy of the image in a WhatsApp exchange between Fuentes and the woman.

It was then that Fuentes then admitted to the police that he was instructed by the Russian government official to carry out the operation.

Reports on Fuentes’ telephone showed that the Russian official had initiated and led meetings.
