As early as July 2017, Noel would have transported the medication to Klamath Fall, Oregon. From there a courier would take the drugs to Abel.

Abel and his co-conspirators made several trips to Medford, Oregon, so that they could bring them back to the Morrow and Umatilla counties. From there, the drugs were distributed to Oregon and Southeast Washington.
