Phillips joined City from Leeds for £42m last summer but his future at the Etihad Stadium is in doubt after a frustrating campaign.
Although City won the treble, Phillips only started two Premier League games, both after the title had already been secured.
With City looking to sign Declan Rice from West Ham, it’s possible Phillips could leave.

West Ham are also reportedly interested in Phillips in a deal that would see Rice join City.
Bayern are interested in signing Rice themselves, but such a move seems unlikely at present, with City looking to beat Arsenal to the 24-year-old’s signature.
Ilkay Gundogan is expected to leave City to join Barcelona on a free transfer.
