Ortiz is said to have identified his attacker to authorities when they arrived at the apartment building on Woodycrest Avenue.
Police say Betances did not live in the building and was waiting for Ortiz when he arrived at the apartment.
As he was being led out of the police station, Betances stated he had been charged.
Ortiz, 18, was stabbed three times before being doused in gasoline and then a lit match was thrown at him on Wednesday afternoon around 3 p.m., leaving him in a critical condition.
Police have revealed that the suspect entered the building just before Ortiz and then carried out the brutal attack.

Late Wednesday evening, Ortiz’s aunt posted a heartbreaking message on her Facebook page announcing the death of her cousin.
“Today we found out that our oldest cousin was brutally murdered in New York. He fought hard for his life until he couldn’t fight anymore and died tonight. I beg all my friends to share us GoFundMe for no parent should survive their child, let alone worry about how to pay for the funeral arrangements. My heart is broken in pieces like this and can no longer be comforted. ‘
A woman who saw Ortiz on fire and pouring water on him told the New York Post that it had shaken her awake.
