MANILA, Philippines – The Land Transportation Office (LTO) has issued show cause orders (SCOs) against the owner of a sport utility vehicle (SUV) and its driver involved in a road accident involving a cyclist in Marikina City.
a A recent viral video showed the driver of the SUV confronting and assaulting the cyclist, which also affected the flow of traffic in the area.
In a statement on Sunday, LTO said it had issued two separate SCOs signed by National Capital Region (NCR) Director Roque Verzosa III ordering the driver and owner to submit notarized affidavits explaining why they should not be held liable for violating the Republic. Law 4136, or the provisions of the Land Transport and Traffic Code.
The SCO for the owner of the SUV was distributed in Novaliches, Quezon City, while the SCO for the driver was distributed at his residence in Antipolo City.
LTO had also invited the cyclist to submit a notarized written complaint and other supporting documents as part of the ongoing investigation.
Apart from the issuance of the SCOs, Vigor Mendoza II, principal secretary of the LTO, said the vehicle registration will also be suspended for 90 days.
He also warned the owner that failure to appear and file an affidavit would force the agency to “resolve the matter based on available evidence.”
Citing police records, LTO said both the registered owner and driver of the SUV face cases of reckless driving, obstruction of traffic and unbecoming person to drive a motor vehicle under RA 4136, and disregard of road signs under Joint Administrative Order No. 2014-01.
