Police arrested him Friday at his downtown Miami condo after the discovery of several packages addressed to him.
Researchers had tracked a package from Paris, France, addressed to a duplex owned by García.
Customs agents intercepted the package at the airport on August 29 and then notified Miami police, who were waiting at the address on September 12 when it was due to be delivered.
A woman picked up the package and the home was raided.
He explained to police that Garcia was his landlord and had told him to wait for the package and to be home to “receive it.”
