The Cottagers have yet to take their first steps in the transfer market since their promotion to the Premier League, but hope the Italian centre-back can be their first recruit.
It is clear that the AC Milan captain would prefer to stay in Serie A, but Fulham’s offer could be financially too good for the champions to turn down.

Romagnoli emerged as a top transfer target for Marco Silva’s side after making 19 appearances in AC Milan’s title-winning season last year.
Despite having the armband in San Siro, the 27-year-old slipped in the pecking order under Stefano Pioli – with Fikayo Tomori and Pierre Kalulu regularly being chosen as the defensive starting pair.
This has opened the door to a potential transfer this summer, but it is clear that the player prefers to remain in Italy amid interest from league rivals Lazio.
The defender’s ideal situation would be to remain in Milan after spending seven seasons with the club, but that may not be possible given their hunt for Lille’s Sven Botman.

Meanwhile, the Cottagers are preparing a £10m bid for Liverpool defender Neco Williams, as they look to fend off Nottingham Forest and Southampton.
The 21-year-old was loaned to Craven Cottage in the second half of last season and helped Marco Silva’s men get promoted back to the Premier League in his 15 loan appearances.
Forest, Southampton and PSV Eindhoven have also expressed interest in the Wales international, with the newly promoted Premier League sign looking to replace Djed Spence, the Middlesbrough fullback who is a target for Tottenham.
