What is the status of the lock?

It has been extended by two weeks from May 4.

The entire country is color-coded in red, orange and green zones. The rules are the strictest in the Red Zone districts and are getting easier in the Orange and Green Zones.

What do these colors mean?

Red zone areas are those where the incidence of COVID-19 positive cases is highest, followed by orange and green zones. You can find the details here.

So staying in a red zone doesn’t really change my life. Is it not?

Not quite right. If you’re in a Red Zone area, you may still qualify for simpler rules from May 4, although you may not be as lucky as your friends staying in Orange and Green Zones.

If you are in a red zone, the following is allowed:

– Private cars with a maximum of two people.

– Two-wheelers without co-driver.

What about offices and companies in red zones? Can they function?

Yes, some like the following:

– Special Economic Zones (SEZs), industrial sites and export-oriented companies with access control.

– Essential goods factories.

– Manufacture of IT hardware.

– Burlap industry units with staggered shifts and social distance.

– Production units of packaging material.

Construction activities in urban areas are limited to in-situ construction (where workers are available on site and no outside inputs are required) and construction of renewable energy projects.

What about shops? Will all stores open in Red Zones from May 4?

Shops in urban areas for non-essential goods are not allowed in shopping centers, markets and market complexes.
However, all self-contained (single) shops, neighborhood (colony) shops and shops in residential complexes may remain open in urban areas, without distinction between essential and non-essential.

Can I get non-essential goods such as clothing delivered to my home via e-commerce companies?

Sorry to disappoint you, but this non-essential e-commerce is not allowed in a Red Zone area.

I need to have my home air conditioners checked. I stay in the red zone. Can I enable an AC service provider?

This is only possible if you are not staying in an area classified as a “Containment Zone” in the Red Zone district. Containment Zones are areas where the strictest enforcement of lockdown rules is applied, given the high incidence of Covid-19 positive cases. All private security and facility management services and services provided by the self-employed such as electricians, IT repairs, plumbers, auto mechanics and carpenters, except hairdressers, are permitted in all areas except those classified as ‘Containment Zones’.

What about salons? I urgently need a haircut.

Afraid you have to endure a little longer. Hairdressers, spas and salons should not be opened.

Can I book an Uber or an Ola to go out?

No that is not possible. Coating bicycle rickshaws and auto rickshaws; running taxis and taxis; The intra-district and inter-districts of buses will remain banned in the Red Zone districts for another two weeks.

What about offices?

Private offices can operate at 33% strength per requirement, while the remaining individuals work from home. All government offices will operate at full strength with high-ranking officers at Deputy Secretary level and above, and other personnel will be present up to 33% as required.

Most commercial and private establishments are allowed in the red zones. These include print and electronic media, IT and IT supported services, data and call centers, cold storage and warehousing services, private security and facility management services, and services provided by the self-employed, excluding hairdressers, and production units of non-essential goods.

Can my house help?

Are there any other activities allowed in a red zone?

Livestock farming activities are fully permitted, including inland shipping and sea fishing. All plantation activities are allowed, including their processing and marketing.

All health services (including AYUSH) must remain functional, including the transportation of medical personnel and patients via air ambulances.

What about the financial sector such as banks and NBFCs?

Much of the financial sector remains open, including banks, non-bank finance companies (NBFCs), insurance and capital market activities and credit unions.

Aha. It doesn’t seem that bad after all. Things get a little easier in the Orange Zones. Is it not?

Indeed. In the Orange Zones, in addition to activities permitted in Red Zones, taxis and taxis (such as Uber and Ola) are only allowed with a driver and a single passenger.

Long-distance traffic of persons and vehicles is only allowed for permitted activities. Four-wheelers have a maximum of two passengers in addition to the driver and co-drivers are allowed on two-wheelers.

And green areas? Does life return to a pre-COVID-19 era?

Well almost. In the Green Zones, all activities are allowed, except for the limited number of activities, which are prohibited across the country regardless of the zone. However, buses can operate with a capacity of up to 50% and bus depots can operate with a capacity of up to 50%.

All goods traffic is allowed. No State or Union territory should stop the movement of freight for cross-border overland trade under treaties with neighboring countries. Such a move does not require a separate pass, which is essential for maintaining the supply chain of goods and services across the country during the cut-off period.

Do these rules apply universally across India?

States and UTs, based on their assessment of the situation and for the primary purpose of controlling the spread of COVID-19, may select only activities from the permitted activities, with the restrictions deemed necessary.
