A father has been charged with torture after his seven-year-old daughter’s body was discovered in a garage near their California home.
Stockton police officers were sent to a house on Candlewood Way early in the morning on Saturday morning to perform a welfare check on a child.
Delegates arriving on site found Billie Williams’ “unresponsive” body in the garage. Paramedics were called, but were pronounced dead on the spot.
Her father, Billey Williams, 30, was arrested and taken to San Joaquin County Jail.

Williams was initially charged with murder, but records show he has since been charged with torture, deliberate cruelty to a child causing injury or death, and a battery on an individual. He is being held without bail.
Agent Joe Silva said, “Everyone wonders how this dad can do this to his daughter?” Local media CBS 13 Sacramento reported.
Police said the exact cause of the girl’s death is unknown, but they believe the girl was “seriously abused,” KRCA3 reported.

Jelessa Davidson, little Billie’s devastated aunt, said, “The teachers, the CPS workers, relatives … it all failed. I feel like I let her down ‘.

It is not known who contacted the police, but five other children and Billie’s stepmother were inside the house when her body was discovered.
The other children were taken into custody with the CPS, police said.
Both Billie’s birth mother and stepmother have been addressed by researchers, Silva added.
A memorial service was held for Billie this weekend when devastated relatives paid tribute to the youngster.
Grandmother, Carolyn Bryant, said, “She was robbed of her life. She was robbed of her innocence. I can’t find words. All I can find now is pain. ‘
Other family members were incredulous that her father would be able to commit such a crime.
One of them said, “I’m not trying to make my brother an angel or anything, but from what I know about my brother, he’s a very sweet person.”
Williams is scheduled to go to trial on Wednesday.
