Police spokesman Heiner van der Werp told Bild that the incident was a “family story.”
The police presence continued throughout the night and into the morning, with officers surrounded at Rotenburg train station and in homes.
Then at dawn, police say the suspect turned himself in.
The perpetrator is said to have been a Bundeswehr soldier and has since been detained.
Ammunition and explosives were found in the soldier’s vehicle, prompting police to launch a search at the von Düring barracks in Rotenburg.
Shots were also fired today in the community of Bothel in Lower Saxony, allegedly by an active Bundeswehr soldier.
At both locations, both at the family home in Scheeßel and at the other location in Bothel, there was a strong police presence.
“A motive in the family environment cannot be ruled out,” the police statement said.
