In a Channel 5 documentary, Arbiter blames security failures for long lens photographs taken from a public road on the property of the future Lord Snowdon.

In the two-part film called Kate, Arbiter states: “You don’t expect to be photographed on private property, but if you can be seen from a public vantage point, it’s a bit self-inflicted!”
