The incident took place in the city of South Charleston on March 25 around 11:25 a.m.

William Brock, 81, told police he had been receiving fraudulent phone calls and had been threatened in recent weeks.

One of the people he suspected of scamming and threatening him messaged Uber delivery driver Letha Hall, 61, telling her to pick up a package at Brock’s house.

Hall showed up at Brock’s home and, according to police, “did not threaten or assault him” and only asked about the package.

Fearing that she was going to hurt him, Brock pulled out a gun and demanded that she identify who had sent it.

Much of the scene was captured by Hall’s vehicle video camera and released by the Clark County Sheriff’s Office.

Brock also allegedly took her phone and did not let her leave, although he never dialed 911 or called for help, police said.

Hall attempted to return to his car when Brock shot him. Hall can then be heard screaming in pain, as Brock threatens to “shoot the other leg.”

There was apparently a “fight” between the two, during which Brock asked Hall who he worked for, then shot him again and then a third time after a “further exchange.”

She was shot once in the upper left part of her torso, once in the upper front part of her left leg, once inside her left knee, and once in the center of her sternum under her bra.

Hall was taken to a local hospital but died while undergoing surgery, authorities said.

Brock, who suffered head and ear injuries, only called 911 after he shot Hall.

He told the officers – “without being asked,” as they put it – that Hall was there to “take [my] money.’

Brock said Hall attacked him after he shot her by hitting her head against her car door and then tried to escape, so he shot her again, thinking she was going to get her own gun.

“He always didn’t want to shoot her, but he thought she was going to kill him,” the incident report says.

Brock is being charged with murder because he did not call 911 and because “there was no active threat made by Ms. Hall at any time during the encounter.”

He posted $200,000 bail but could face more charges after the incident is further investigated.
