Authorities chose to ignore David's claims that his stock of cannabis seeds and plants were low in tetrahydrocannabinol (THC) and therefore legal.
Puerto Rico adopted new legislation in July 2017 that regulates some forms of medicinal cannabis. However, adult cannabis remains illegal on American territory.
