That's according to Ruud Gullit, who believes that the ace of Belgium can not be blamed for wanting to leave if the West London team is fighting again this season.
Hazard has been stuck in contract talks at Stamford Bridge after being linked to a move to Real Madrid.
The 27-year-old was the prominent Chelsea player last season when he won the FA Cup.
Hazard scored the winner against Manchester United in the final.
"You can not blame him if you want to go"
And Gullit believes Chelsea must challenge in the Premier League and get more trophies to stay at Stamford Bridge.
"The players want to win trophies, you know that your career is short," said Gullit. BBC Sport.
"Hazard came to Chelsea to win things, not only to play well and win a lot of money, and he still wants to win trophies, the most important, now.
"Chelsea has to create that opportunity for him, if they can not, then you can not blame him if he wants to leave.
"Can you do it this season? It's too early to say."
Chelsea's new manager Maurizio Sarri is convinced that Hazard wants to stay at the club.
"The danger is with us, it's not a problem," Sarri said.
"I've talked to him three times, four times, for everything, he never said anything about the market, he's very happy to stay here.
"Here the market is closed, so we can not change major players now." It is impossible."
Chelsea starts its new Premier League campaign at 3pm this afternoon against Huddersfield.
The Blues could only achieve a fifth place last season and will want to do much better this time.
United kicked off the new high-flying campaign last night with a 2-1 victory over Leicester.
