Attempts by Premier League clubs to comply with spending rules by selling players this summer could be thwarted by international bosses’ refusal to grant their squad members access to the European Championship.

Chelsea, Newcastle, Nottingham Forest and Leicester all face the prospect of having to sell players by June 30 to avoid being accused of breaching Profit and Sustainability Rules (PSR), which would see them almost certainly losing points next season.

Conor Gallagher is the England star most likely to be affected as the Chelsea midfielder enters the final 12 months of his contract this summer, with Chelsea considering selling him before the end of June to give themselves PSR margin, even although this may not be simple.

FA sources have told Mail Sport that agents are unlikely to be allowed to meet their players to discuss transfers during the European Championship, especially as England’s last 16 tie in Germany will take place on June 29 or 30, which for clubs in difficulty. The PSR looms as the second transfer deadline.

As well as Gallagher, several other England players in Gareth Southgate’s squad for this week’s international friendlies against Brazil and Belgium are also likely to be the subject of transfer sagas this summer, including Harry Maguire, Ivan Toney and Jarrad Branthwaite, although these deals will not necessarily need to be made during the tournament.
