Steve Bullock, the governor of Montana and the presidential candidate for 2020, compared Ken Cuccinelli, the acting director of Citizenship and Immigration Services, with Russian president Vladimir Putin on Sunday.

Bullock served as the Montana Attorney General around the same time that Cuccinelli served in Virginia.
