But although many believed they were being punished, the investigation found that the minors slept in the cold of their own free will and always had access to the bathroom.
Both children have also attended school and played sports.
The authorities revealed that the parents had warned them that the door to their house was open and that the children could enter at any time.
They said the children’s parents have tried to get their children into therapy and have been doing everything they can to redirect their path.
