Dembele has since been ravaged by injuries this season and will undergo surgery in Finland on Tuesday after a muscle injury.
As soon as the French international is operated, Barca reportedly sends the medical report to the Spanish Football Association, which has two days to decide whether the club can make an emergency alert outside the transfer window.
If Dembele is absent for more than five months, Barca must be given full permission to attempt to sign a replacement.
