“This is a serious emergency,” said Kevin Cartwright, communications director for the Baltimore Fire Department. “Our goal now is to try to rescue and recover these people.”

He added that some cargo appeared to be hanging from the bridge.

Emergency services were searching for at least seven people believed to be in the water, Cartwright said, although he said it is too early to know how many people were affected. She called the collapse an “unfolding event with mass casualties.”
