Cruz spent much of the conversation writing a 2013 bill that he wrote with Iowa Republican Senator Chuck Grassley. He said it would have prevented the massive shooting in 2017 in a church in Sutherland Springs, near San Antonio, if it wasn't blocked in 2013.
