Victoria has blocked anyone coming to the state from New South Wales, with a few exceptions, including freight, emergency services and border communities.

The border was closed on July 10, and only residents who returned home with a red zone permit were permanently returned to the state.

The air traffic controller thought he would shed some light on the huge line of cars, dancing and whistling as he coordinated their movements.

The cop shakes his hips and points to his spot in line, waving his hand back and forth to guide a car at its pace.
