“There was a hole in the top of the bag and what looked like the top of a head,” he said. “I’d like to say I was shocked, but I wasn’t. It’s a sign of the times, that’s all.”

“It looked like whoever did this went to great lengths to make sure it was wrapped up and exposed,” Oehmke added.

“But I was very surprised to see it lying there in the regular trash, as if the sanitation services were going to take it away.”
