Witnesses have revealed that a male driver accused of fleeing after allegedly hitting and killing a 27-year-old Dutch cyclist seemed to calm down after the dreadful hit and run.

The girl died around 10 in the morning after being hit by a white Mercedes allegedly stolen from Chapel Street in South Yarra, police said.

The male driver is accused of leaving the scene after witnesses said he picked up his rucksack from the back seat of the ruined SUV.

The car was filmed at full speed down a street in Melbourne just 100 meters from where the cyclist was killed.

The witnesses tried to chase the driver, but he has not yet been arrested.

Tony Christakakis, who watched in horror as the tragedy unfolded, said the driver seemed "so calm" after allegedly hitting the girl.

Shop worker Tony Christakakis said the scene had left him "stupefied."

"I'm stunned, astonished, angry that someone can leave someone." he said.
